The OMS Mission

The mission of Organization Management Services (OMS) is to maintain strong relationships between labor and management and to provide coordination and administration of training, tools and professional development for union construction contractors. Association activities for all members include promoting educational activities for all construction industry participants, providing management and supervisory training, and offering apprenticeship training programs for plumbers, steamfitters, heat and frost insulators and sheet metal workers. In addition, OMS members receive regular construction industry updates, assistance with grievance procedure resolution and labor agreement negotiations, planning and maintenance of fringe benefit packages and promotion of member achievements. OMS cultivates valuable partnerships and business relationships within the union construction industry in Wisconsin.

Our Story

Organization Management Services (OMS) was established in 1987 by David Seitz, who previously served as the representative for the Mechanical Contractors Association (MCA) of Wisconsin. MCA contractors realized there was a need for association services for other trades such as sheet metal and insulation.

OMS serves as a major voice for union contractors in Wisconsin and Upper Michigan. For 34 years, OMS has made a positive impact on the construction industry while maintaining healthy and prosperous relations between labor management. Membership in any of our Member Associations’ provides you with the opportunity to be part of a professional and dynamic association of commercial and industrial plumbing, pipefitting, welding, heating, ventilation, air conditioning and refrigeration (HVACR), sheet metal and insulation contractors and affiliate firms that interact with these industries.

We consist of six area trade associations that employ tradespeople. Our labor committees negotiate with four different trades covering four different local unions in Wisconsin and Upper Michigan. OMS has a network of contractors with decades of experience and training. We specialize in labor negotiations, apprenticeship training, substance abuse testing, and serve as trustees on health and pension funds while providing our members with the best educational materials and administration to help them achieve the maximum level of managerial and technical expertise.

Our affiliations with state and national contractor associations allow us to provide our local contractors with support on issues both statewide and nationally. We are able to provide educational materials on safety, labor estimating, training resources, leadership, succession planning, national agreements, access to trade shows, and national networking conventions.
